Unfortunately, Senator Troy Fraser was elected to the Texas State Senate in 1996.
 
Section 253.035 of the Texas Election Code prohibits a candidate or officeholder from converting a campaign contribution to his/her personal use.
 
Purchase at The Texas Clothier in Austin
In early 2007, Sen. Troy Fraser spent over $3,600 at The Texas Clothier in Austin as set forth below

A cursory review of The Texas Clothier web site at www.texasclotheir.com clearly indicates that it caters to affluent Texans. Put simply, anyone that actually works for a livin in the Austin area isn’t likely to do
 

any shopping at this high-priced store. 
 
It certainly appears that Sen. Troy Fraser used campaign funds to purchase clothing as a “session expense” in 2007.
 
On August 28, 2009, The Texas Ethics Commission found Judge Mario Ramirez of Edinburg guilty of illegally using campaign funds to purchase suits, ties and shirts. In an attempt at levity, Judge Mario Ramirez had the chutzpah to state that the suits, ties and shirts in question were for campaign purposes only. In the case involving Judge Mario Ramirez, the Texas Ethics Commission said,
 
The commission has determined that an officeholder may only use political funds to purchase
clothing that is not adaptable to general usage as ordinary clothing. Suits, shirts, and ties are
adaptable to general usage as ordinary clothing. Thus, the purchase and shipping of such
items with political funds is a personal use.
 
 
Dry Cleaning Expenditures in Austin
 
The Texas Ethics Commission has determined that legislators may not use political contributions to pay laundry and dry cleaning expenses incurred in Austin and that such an expenditure would constitute a conversion of a political contribution to personal use. (Ethics Advisory Opinion No. 104 – 1992)
 
Seemingly, Sen. Troy Fraser’s lacks the mental capacity and/or intellectualism to comprehend the meaning of the term “may not use political contributions.” This would clearly indicate that Sen. Troy Fraser is a certified moron. Below are the instances wherein Sen. Troy Fraser acted illegally in using campaign funds to pay for dry cleaning services in Austin.
