Texas State Rep. Richard Wayne Smith, scofflaw, idiot, ethical leprechaun
Sadly, Rep. Richard Wayne Smith was triumphant in duping the voters of Baytown, Texas into electing to represent the 128th District.
On his web site at http://tinyurl.com/ygwate2, Rep. Richard Wayne Smith states that he is a ”Licensed Professional Engineer, a registered Public Land Surveyor and remains active in professional activities.”
Put simply, Rep. Richard Wayne Smith admits on his web site that since his election in 2002 he has remained active in earning an income as a “Licensed Professional Engineer and a registered Public Land Surveyor.”
Section 253.035 of the Texas Election Code prohibits a candidate or officeholder from converting campaign contributions to his/her personal use.
Despite Texas law that prohibits the use of campaign funds for personal use, on thirty-two (32) occasions from July 2002 through November 2007, Rep. Richard Wayne Smith used campaign funds to pay membership and/or monthly dues to the Texas Society of Professional Surveyors, Texas Board of Professional Land Surveying, National Society of Professional Engineers, and the Houston Engineering & Scientific Society.
The individual use of campaign funds by Rep. Richard Wayne Smith to illegally defray the costs of his outside employment are as follows:
