Attorney Raymond Palmer of Richmond, VA; ethical dwarf

The State of Virginia presented Raymond Lewis Palmer in 1981 after he graduated from the University of Virginia Law School.

The Attorney Disciplinary Commission found Raymond guilty of the following misconduct.
  1. Failed to act with due diligence (slacker)
  2. Intentionally failed to carry out a contract of employment
  3. Failed to obtain court approval to withdraw representation of client
  4. Failed to safeguard client funds/property
  5. Failed to conduct required reconciliations of trust accounts
In one matter, Raymond was hired Tamara Lester to represent her in a breach of contract lawsuit against the builder and seller of a home she recently purchased due to $30,000 in construction defects.

The written fee agreement called for Tamara to pay Raymond $3,500. A week later, Tamara paid Raymond $2,000 towards his $3,500 fee. Subsequently, Tamara paid Ray another $150 for a total of $2,150.

Shortly after Raymond filed the lawsuit, the homeowners filed an answer. The contractor never filed an answer; however, Ray never filed for a default judgment against the contractor on behalf of his client (victim).

After Tamara filed an ethics complaint against Raymond, he provided the three-judge panel with a copy of his timesheets for the 4.75 hours he spent working on Tamara’s case. At $225 per hour, Ray was earned $1,068.75 in fees; however, there is no indication that he ever refunded the $1,080 that he admittedly never earned.

As a consequence of his misconduct, the apologists for Attorney Misfits sitting on the disciplinary commission punished Raymond by giving him with a complimentary admonition.

As we speak (ca. June 2013), practices at 116 North 3rd Street in Richmond, Virginia.
