From December 2007 through December 2008, Judge Carlos Cortez has spent $3,000 to pay year end bonuses to court employees as set forth below.

  • Rivera, Bonnie, 20081220, 100.00, end of year employee bonus
  • Sims, LaFonda, 20081220, 300.00, End of year employee bonus
  • Watson, Darrell, 20081220, 300.00, end of year employee bonus
  • Drake, Renee, 20071221, 500.00, end of year employee bonus 
  • Poston, Robyn, 20071221, 500.00, end of year employee bonus
  • Syms, LaFonda, 20071221, 500.00, End of year employee bonus 
  • Watson, Darrell, 20071221, 500.00, end of year employee bonus
Texas Election Law allows for a state legislator to pay a legislative employee a salary supplement. However, I could not discover any Ethics Law and/or Opinion that would allow a judge to pay year end bonuses to court employees.
 
Clearly such payments have nothing to do with Judge Carlos Cortez’s official judicial duties. These are voluntary payments he made; therefore, they are personal in nature and he had no legal right in my opinion to use campaign funds for this purpose.
 
I wonder if Judge Carols Cortez advised these court employees that their bonuses were being paid by his contributors. What do you think boys and girls?

 

 

 

 

 

 

 

 

 

 

 

Judge Carlos Cortez sits on the 44th District Court in Dallas. Texas Election laws prohibit the use of campaign funds for personal use. Put simply, campaign funds can only be spent on official officeholder duties and/or for legitimate campaign purposes.
