Judge William Watkins III of Winfield, WV; misogynist, bully

 
Unfortunately, the state of West Virginia presented William M. Watkins III with a law license in 1978.
 
 
William succeded in duping the voters in the Putnam County, West Virginia area into electing him as a Putnam County Circuit Court Family Court Judge in 2002.
 
The Judicial Investigation Commission found Judge Watkins guilty of the following misconduct.
 
In one matter, Watkins entered a divorce decree for a husband and wife. When a dispute arose over distribution of a pension, the parties asked Watkins for a hearing on the dispute. When Watkins refused to hold a hearing, one party petitioned the circuit for an order requiring he hold a hearing. The circuit court ordered Watkins to hold a hearing within 30 days, however, he didn’t do so until four months later and then failed to enter the required order.
 
After five months passed, the parties sought another order from the circuit court, which issued an order that Watkins issue a decision within 60 days, which he again failed to do. Watkins’ failure to comply with the court’s order led the circuit court to issue a third order for him to issue an order within 15 days, which he again failed to do.
 
Subsequently, the Supreme Court was compelled to issue an order that Watkins issue a decision. It took William 13 months before he finally issued a decision. William then had the chutzpah to defend his repeated refusal to comply with orders from the Circuit Court by claiming the court had no authority to “compel me to do anything.”
 
William the Bully and Judge Roy Bean Wannabee – Act I
 
FYI: Judge Roy Bean was an eccentric saloon-keeper and Justice of the Peace in Val Verde County, Texas, who called himself “The Law West of the Pecos.” Judge Bean was also affectionately referred to as “The Hanging Judge.”
 
In a divorce case, Watkins engaged in the following verbal tirade with one of the parties
 
Roy Bean – “Before we get started …. If you say one word out of turn you’re going to jail …. Do you understand me?
Victim - ‘Yes.”
Roy Bean – “After we closed here you went out there talked to a reporter … five seconds after you left here. This morning I now see an article from your little buddy Smith with a picture of my home on the front page.”
Victim – comment inaudible
Roy Bean – “Shut up. Did I tell you to speak? My wife is disabled, she is there along … and you, you disgusting piece of shit you put our picture of my house because you … my house has been vandalized four times. You realize that of course because I’m sure you’re probably in on it laughing about it. I swear to you. You’re responsible”
 
William the Moronic Bully then had the temerity to say:
 
I am holding you personally responsible for anything that happens to my house. It’s disgracefully that you and your little buddies do not have the guts, the integrity, just the human decency, but no you gotta threaten my family now, well buddy, its personal … it is personal. You have threatened my family and I promise you, you will not hear the end of it from me.”
 
For Bill the Loser to attack someone for speaking to the press by claiming the person lacked integrity is truly special.
 
William the Bully and Judge Roy Bean Wannabee – Act II
 
In another case, involving a female litigant, Billy offered numerous vulgar interjections during the court proceeding, including saying “oh, shit,” referred to the ladies child as “the little stinker,” and saying, “Okay, we’ve crapped around enough on this thing.
 
Bill then referred to the child’s father by saying he “got into some dumb shit,” that he was “the biggest jackass in the whole operation,” and the father “knows if he screws up it’s his ass.”
 
Bill then snapped at the woman about the father, saying she “picked him to have a child with,” which she responded by saying, “No, actually I didn’t, it was an accident.”
 
This led Bill the Misogynist to say, “Well, honey, it ain’t an accident. You don’t get ‘em off of toilet seats. Okay?”
 
William the Bully and Judge Roy Bean Wannabee – Act III
 
In this case, a party who was ordered to pay his ex-wife back child support – filed a medical malpractice action. Roy ordered another party to notify the family court of any settlement of the malpractice action.
 
After the other party entered into a confidential settlement agreement, he told the family court he could not disclose the amount of the settlement, which led Roy to demand where the money was. The following conversation then took place:
 
Roy Bean – “Where is it?”
Victim – “Well, contact my lawyer.”
Roy Bean – No, God damn it.”
Victim – “Don’t cuss me, sir.”
Roy Bean – “I’m gonna cuss you cause you came into my courtroom and lied … Well, why hasn’t she been paid?”
Victim – Well, contact my lawyer, sir. I don’t…”
Roy Bean – “Okay, take his ass into custody. I’m tired of it. Now you call up your lawyer and you find out how to get your butt out and that’s to sign over the money. Got me? Great.”
 
William the Bully and Judge Roy Bean Wannabee – Act IV
 
In this case, a woman sought a domestic violence protective order against her then-husband. Roy the Misogynist then criticized her for “shooting off your fat mouth about what happened. Shut up!”
 
Roy then asked the woman if she thought he was “a funny guy.” When she tried to respond, Roy said,
 
“Shut up! You stupid woman. Can’t even act properly. One more word out of you that you aren’t asked a question you’re out of her and you be found in direct contempt of court and I will fine you appropriately. So, shut your moth.”
 
Roy then had the chutzpah to say, “You know I hate it when people are just acting out of sheer spite and stupidity.” Mirror, mirror on the wall!
 
As a consequence of his misconduct, the enablers for Judicial Misfits sitting on the West Virginia Supreme Court punished William by gifting him with a suspension from the bench until his current term of office ends in December 2016.
