 Stephen Yarbrough of Toledo, Ohio is not only a degenerate thief; he’s ethically in-the-tank and has been for at least 25-years.
In the early 1990s, Chief Justice Thomas Moyer accepted an oral application from Judge Stephen Yarbrough for appointment as a retired visiting judge.
In early 2001, I personally provided documentary evidence to Chief Justice Thomas Moyer proving beyond all doubt that Judge Stephen Yarbrough had consistently defraud the State of Ohio and numerous counties by billing for hours he never worked and/or for travel expense he never incurred.
Due to the fact that Judge Stephen Yarbrough was a compliant member of a hit team of corrupt visiting judges assembled by Chief Justice Thomas Moyer, he refused to terminate Judge Stephen Yarbrough’s employment as a visiting retired judge.
In response to drop-dead evidence that Judge Stephen Yarbrough was an infamous crook, Chief Justice Thomas Moyer continued to appoint him to even more cases. This obscene conduct on the part of Chief Justice Thomas Moyer provided Judge Stephen Yarbrough with even more opportunities to defraud Ohio and County taxpayers over the next eight years (ca. 2001-2009).
Judge Stephen Yarbrough repeatedly defrauds Franklin County
 
From the early 1990s through July 2009, Chief Justice Thomas Moyer specifically executed hundreds of appointments on behalf of Judge Stephen Yarbrough.
In fact, after being personally served with documentary evidence that Judge Stephen Yarbrough had repeatedly defrauded Franklin County (Columbus) taxpayers, Chief Justice Thomas Moyer responded by appointing Judge Stephen Yarbrough on sixty-two (62) specific occasions to Franklin County Common Pleas Court.
The vast majority of the appointments of Judge Stephen Yarbrough by Chief Justice Thomas Moyer to the Franklin County Court involved blanket assignments for one month or one week. These sham appointments by Chief Justice Thomas Moyer allowed the administrative judge the authority to appoint Judge Stephen Yarbrough to as many individual cases as the judge wished.
And what do ya think happened as a result of Chief Justice Thomas Moyer’s repeated assignments of Judge Stephen Yarbrough to Franklin County? Judge Stephen Yarbrough has continued to defraud the taxpayers.
