The state of Arizona presented James L. Riley with a law license in 1977 after he graduated from the University of Arizona Law School.
 
The Arizona State Bar found James guilty of the following misconduct, which took place before he became a Cochise County Superior Court Judge.
 
James found it acceptable to engage in improper ex parte (one-sided) communications with a judge shortly before a sentencing hearing was to take place. Robert then misrepresented (lied) in open court about the facts of the ex parte communication immediately after it took place.
 
The balance of James’ misconduct related to his campaign for a judgeship. James made a series of specious and improper public statements critical of the Superior Court Judge whose seat he was challenging.
 
As a consequence of his misconduct, the cheerleaders of Attorney Misfits sitting on the Arizona Supreme Court punished James by gifting him with a complimentary censure.
 
As we speak (ca. May 2013) James practices in the Bisbee, Arizona area.
