Judge Joseph Halbach of Houston; scofflaw, moron, ethical gremlin

 

Unfortunately, Judge Joseph Halbach continues to sit on the 333rd District Court in Houston, Texas.
 
The Texas Ethics Commission recently fined Judge Adolph Canales of Dallas for the illegal conversion of campaign funds to pay for magazine and/or newspaper subscriptions that were clearly for his personal use.

In it’s ruling, the Texas Ethics Commission stated: (ca. March 5, 2009)
 
“The reading of the Wall Street Journal is not necessary to maintaining a law license or fulfilling legal education requirements. In addition, there is no evidence provided by the respondent that the access to the Wall Street Journal primarily furthers the respondent’s duties or activities as an officeholder. Rather, it appears that the subscription primarily furthers personal purposes and is not connected with a senior judge’s duties or activities as an officeholder. Therefore, there is credible evidence that the respondent violated section 253.035(a) of the Election Code in connection with the use of the paper publication of the Wall Street Journal at the respondent’s residence and the online access to the Wall Street Journal.”
 
Judge Joseph Halbach illegally billing for Magazine subscriptions
 
Judge Joseph Halbach proved that he was a certified scofflaw; moron and ethical gremlin just like his brother Judge Adolph Canales of Dallas. Judge Joseph Halbach also had the chutzpah to claim that the subscriptions were for the enjoyment of jurors appearing in his court in Houston. Of course they were Joey Baby!

Judge Joseph Halbach billing for Wall Street Journal Subscriptions
 
Judge Joseph Halbach illegally billed his campaign for internet and subscription costs for the Wall Street Journal.
 
In an inept attempt at levity, Judge Joseph Halbach had the chutzpah to claim that the internet subscription to the Wall Street Journal related to “political advisories.” I’m here to tell ya that Judge Joseph Halbach is a liar because to my knowledge the Wall Street Journal doesn’t specifically offer an internet service devoted to “political advisories. This was just a way for Judge Joseph Halbach rather lame attempt to cover his derriere for illegally using campaign funds for what was clearly a personal expenditure.

In its March 5, 2009 finding that Judge Adolph Canales was guilty of committing several criminal misdemeanors, the Texas Ethics Commission stated in part:
 
Who did the publishers mail these magazines and the Wall Street Journal too? Maybe that’s a little tough for the investigators at the Texas Ethics Commission to figure out, right? It would damn sure be the first thing I’d investigate. And if they were mailed to the judge’s home, I’d ask the DA to prosecute the Dishonorable Judge Joseph Halbach even though we know judges are held to a “lower standard of conduct” than we are, right?
