Texas Ethics Laws limits the expenditure of campaigns funds to legitimate campaign activities and/or official officeholder duties.
 
Judge Frank Rynd spent a total of $1,316.81 for costs associated with a retirement part for Judge Hay. Those expenditures are listed below.

Judge Frank Rynd purchased two (2) separate gifts for Judge Hay with campaign funds. Judge Frank Rynd spent $319.34 to purchase a pen for Judge Hay. He then spent $140.73 to purchase a “Tiffany glass box” at Tiffany’s and then another $92.40 to have the glass box engraved.
 
The can be no dispute that Judge Frank Rynd violated Texas law by using campaign funds to purchase two (2) gifts costing $552.47 for his friend, Judge Michael Hay.
 
These expenditures had absolutely nothing to do with Judge Frank Rynd’s official judicial duties nor were they legitimate campaign expenditures aimed at promoting his future candidacy.
 
I suppose we can expect that Judge Frank Rynd will claim ignorance of the law in making said expenditures with campaign funds, expenditures that were clearly personal in nature. Put simply, Judge Frank Rynd voluntarily chose to purchase multiple gifts for Judge Hay as he did in spending several hundreds dollars on a retirement party.
 
And lastly, do you think that Judge Frank Rynd advised Judge Hay that he didn't spent one penny of his own money on the gifts he purchased or the costs of his retirement party? Of course he didn't!
