Attorney Paul Strouse of Milwaukee; lying loser

 
The state of Wisconsin presented Paul A. Strouse with a law license in 1991 after he graduated from Valparaiso University Law School.
 
The Office of Lawyer Registration (OLR) found Paul guilty of the following misconduct.
 
In one matter, Paul filed a Chapter 13 bankruptcy petition of behalf of his clients. As part of the Chapter 13 plan, the clients initially agreed to exclude the promissory note on their vehicle from the plan and make car payments separately. The clients were unable to consistently make the monthly payments on their car.
 
The clients then told Paul to immediately file an amended plan regarding the vehicle; however, Paul failed to act upon their request. Subsequently, the creditor obtained relief from the automatic bankruptcy stay and threatened to repossess the vehicle. The clients repeatedly attempt to contact Paul but he never responded to their calls.
 
In another matter, Paul was hired to represent a fellow in a Chapter 7 bankruptcy filing. Shortly after he filed the bankruptcy petition, the bankruptcy court notified Paul that his client’s bankruptcy petition had been dismissed without discharging his debts because Paul hadn’t filed the required proof that his client had completed a required course in financial management. Paul then told his client he would acquire the completion certificate and file a motion to reopen the bankruptcy. However, Paul failed to so act over the next 10 months.
 
Paul then prepared a false bankruptcy discharge order to prevent his client’s employer from garnishing his wages. Paul gave the false order to his client, who then provided it to his employer. After 10 months had passed, Paul finally filed a motion to reopen his client’s bankruptcy case. Unfortunately for Paul, the law firm hired by the employer to garnish the client’s wages filed an object and alerted the trial judge to the false order that Paul had fabricated.
 
At a subsequent hearing before the bankruptcy court, the judge learned of the false order and, believing that Paul’s client had prepared it, order Paul to investigate the matter. At the hearing, Paul failed to admit to the bankruptcy judge that he was the one who prepared the false order. As a result of Paul’s deceitful conduct, the U.S. Bankruptcy Court for the Eastern District of Wisconsin suspended Paul form practicing before the court for six months.
 
Because Attorney Misfits in Wisconsin are held to a lower standard of conduct then everyone else, Paul was never criminally charged with obstruction of justice.
 
As a consequence of her misconduct, the enablers for Attorney Misfits sitting on the Wisconsin Supreme
Court punished Paul by gifting him with a complimentary reprimand. .
 
As we speak (ca. November 2012) Terry practices with the Strouse Law Offices at 413 North 2nd Street in Milwaukee, Wisconsin.
