Attorney Francis Glynn of New Haven, CT; ethical goblin

The state of Connecticut provided Francis Glynn with a law license in 1973 after he graduated from Southern Connecticut State University Law School.

The Statewide Grievance Committee found Francis guilty of the following misconduct.
  1. Failed to safeguard client funds
  2. Engaged in conduct prejudicial to the administration of justice
  3. Engaged in conduct involving fraud, dishonesty, deceit or misrepresentation
  4. Failed to abide by court orders
  5. Failed to appear at court hearing as ordered
  6. Failed to account for funds held on client’s behalf
Francis served as a court-appointed conservator. Eventually Francis was removed as conservator and attorney Matthew Gilbride was appointed to replace him. An application for review of the accounting filed by Francis was, thereafter, filed with the probate court. However, Francis failed to appear at the court-ordered hearing regarding the accounting he filed.

Subsequently, the probate court ruled that Francis failed to complete the accounting as required by the court and that discrepancies in his prior accountings remained uncorrected. The court then ordered that a surcharge (sanction) in the amount of $4,500 be imposed against Francis. Over the next year or so, Francis failed to pay the court-ordered sanction of $4,500.

As a consequence of his misconduct, the enablers for Attorney Misfits sitting on the Statewide Grievance Committee punished Francis by gifting him with a complimentary reprimand.

As we speak (ca. November 2012) Francis continues to practice in the New Haven, Connecticut area.
