The state of Arizona presented Joseph A. Velez with a law license in 1994 after he graduated from Arizona State University Law School.
 
The Arizona State Bar found Joseph guilty of engaging in the following misconduct.
  1. Failed to communicate with client
  2. Failed to safeguard client property
  3. Assisted suspended lawyer to engage in the unauthorized practice of law while license suspended
  4. Engaged in conduct involving fraud, deceit, dishonesty or misrepresentation
  5. Misconduct involved multiple offenses
  6. Wrote checks against insufficient funds (rubber)
  7. Commingled client funds with his personal funds
  8. Failed to maintain complete trust account records
In one matter, Joseph represented six clients in an action against the State of Arizona and Pima County regarding unpaid overtime wages. His fee agreement with the clients called for a reduced rate and a contingency fee. After the cases settled, Joseph submitted a request for attorney’s fees to the court quoting his regular rate and failed to inform the court about his reduced rate or the contingency fee portion of the fee agreement.
