Judge Kenneth Fowler of Georgia; certified moron, scofflaw, ethical gremlin

 

Judge Kenneth Fowler of the Probate Court in Twiggs County, Georgia gives certified morons a bad name.
 
In November 2007 and March 2008, while presiding over criminal cases, Judge Kenneth Fowler stated to criminal defendants appearing before him that “they carried the burden of proof to prove their innocence on the criminal charges lodged against them.”
 
Now ya gotta be a first class moron to be unaware that the state (prosecution) has the burden of proving guilt. And that’s exactly what Judge Kenneth Fowler is! Here’s a few more examples of Judge Kenneth Fowler proving he’s a moron.
  • July 26, 2005, Judge Kenneth Fowler allowed evidence of a blood test to be introduced in a DUI case without allowing the defendant to examine the person who drew the blood
  • March 20, 2007, Judge Kenneth Fowler held a bench trial in a criminal case and found the defendant guilty without hearing any evidence from the defense or the prosecution
  • April 24, 2007 Judge Kenneth Fowler found a criminal guilty based on notes written on a traffic ticket without requiring the officer or any witnesses to appear in court
  • May 15, 2007 Judge Kenneth Fowler denied a defendant his right to have his case transferred to Superior Court and then said, “Why you want to go to Superior Court? You done admitted to lying to me.”
  • November 20, 2007 Judge Kenneth Fowler stated during a speeding case, “That radar ain’t gonna be wrong. I’ve rode in them cars.”
In addition to being a certified moron, Judge Kenneth Flower is also an intellectual elf as evidenced by his courtroom statements in criminal cases as set forth below.
  • April 17, 2007 Judge Kenneth Flower stated while pronouncing sentencing, “Based on the preponderance of the evidence, I find you guilty
  • August 28, 2007 Judge Kenneth Flower stated while pronouncing sentencing, “Based on the probable cause in this case, I find you guilty.”

  • Nov. 4, 2002 Judge Kenneth Flower said, “Now tell me what you got to say for yourself? Juvenile don’t come under me but I know the Juvenile Judge real good.:
  • Oct. 18, 2002, Judge Kenneth Flower said to an unrepresented suspect, “You want to waive your right to an attorney and get this over with? This deputy is gonna ask you some questions.”

  • Nov. 20, 2006 Judge Kenneth Flower said to a defendant, “God damn you asking for trouble?”
  • March 19, 2008 Judge Kenneth Flower insinuated that a female defendant had provided sexual favors to a Georgia State Trooper when he said, “You must have really turn it on. You must be something good. You must have really showed a good time.”
  • In Aug. 2006 and March 2008 Judge Kenneth Flower referred to African-Americans as “colored.”
  • Aug. 8, 2008 Judge Kenneth Flower stated to a defendant, “Why you in Twiggs County? You got no business here.”

  • Aug 4, 2005 Judge Kenneth Flower told a defendant, “This game warden done told me all about your case prior to court.”
  • March 20, 2007 Judge Kenneth Flower told arresting officers in court, “Ya’ll talked to me about this case. And I done a little investigating, which I’m bad to do.”
  • April 17, 2007 Judge Kenneth Flower told a defendant, “Your grandmother come and see me about your case.”

On Oct. 20, 2008, Judge Kenneth Flower allowed Judge John Tiller from Bibb County to influence him (do a favor) with regard to a DUI case involving Tiller’s friend.
 
Miscellaneous Misconduct of Judge Kenneth Flower
  • Giving false testimony (felonious perjury)
  • Illegally disposed of criminal case he had no jurisdiction over
  • Unlawfully ordering a tenant to vacate a rental property
  • Allowed some who admitted they couldn’t speak Spanish to act as a court interpreter 
Additionally, Judge Kenneth Flower provided false/fabricated documents Twiggs County officials regarding a secret bank account (slush fund) he had setup wherein he was the sole authority for allowing expenditures. Some of those expenditures are as follows:
  • $95 – trophies for schools
  • $708 – headstone for a deputy sheriff
  • $114 – bus ticket for Catherine Battiste
How in the hell did this certified moron ever become a judge? More importantly, why did the enablers and apologists at the Georgia Judicial Commission allow this egregious misconduct to continue for so many years (ca. 2002 – 2008) before they took any action?
 
Could it be that these good ol’ boys weren’t particularly concerned with the illegal and despicable conduct of Judge Kenneth Flower since it would appear that many of his victims were African-Americans; women and/or other monitories? Hmmm, just a thought!
 
In addition to being a moron and ethical leper-con, Judge Kenneth Flower is an illiterate buffoon and intellectual twerp.
