Judge Jeanne Meurer sat on the District Court in Austin from 1989 through 2008.
 
Prior to her retirement in 2008, Judge Jeanne Meurer decided she would continue to work as a senior retired judge and/or as a mediator.
 
Texas Election Laws prohibits the conversion of campaign funds for personal use. In May 2005, Judge Jeanne Meurer illegally spent $1,449.75 at Dillards at the Barton Creek Mall in Austin to purchase attire for an Award Banquet Presentation. The three separate illegal reimbursements paid to Judge Jeane Meurer are as follows:
  1. Dillards, 20051006, 600.00, Attire for Award Banquet Presentation scheduled 2006 Presentations
  2. Dillards, 20051005, 728.52, Attire for Award Banquet Presentation scheduled 2006 presentations
  3. Dillards, 20051005, 121.23, Attire for Award Banquet Presentation scheduled 2006 presentations 
A review of Judge Jeanne Maurer’s campaign expense records proves that she has failed to reimburse her campaign even though she knew or should have known her conduct was illegal. In fact, she committed a Class A criminal misdemeanor when she so acted.
 
The Texas Ethics Commission has ruled long ago that the use of campaign funds to pay for clothing (attire) is illegal unless it is a special job-related uniform such as a judicial robe.
 
In fact, on August 29, 2009, Judge Mario Ramirez was found guilty of converting campaign funds for personal use regarding his purchase of suits, ties and shirts that he laughingly claimed were “campaign” clothing. Moreover, The Monitor newspaper in Edinburg, Texas wrote a story on September 3, 2009 regarding Judge Mario Ramirez’s misconduct.

Prior to leaving the District Court in Austin in late 2008 to become a senior visiting judge and/or mediator, Judge Jeanne Meurer spent $8,615.15 of campaign funds on the following:
  1. Best Buy, 20081122, 1963.98, cabling plugs wiring for South office
  2. Best Buy, 20081122, 190.41, cabling for new office
  3. Best Buy, 20081206, 6460.76, Computers/printers/phones cables webcam for south ofc transition to new location and furniture
In addition, from January through June 2009, Judge Jeanne Meurer paid $1,087 and $748 for cell phone bills to Sprint and Verizon respectively. It is difficult to imagine that none of the $1,835 in cell phone bills was personal in nature.
 
It should also be noted that from May 2004 through July 2007 (3 years) that Judge Jeanne Meurer spent $20,928.68 purchasing an array of computer software and assorted equipment. A rather stunning amount for anyone to spend in three years, right?
 
And finally, in a rather unusual move, Judge Jeanne Meurer appointed herself as her own “campaign treasurer” (ca. 2002-2009). I suppose this is one way that Judge Jeanne Meurer could assure that there wasn’t any oversight in the manner in which she illegally used campaign funds to purchase personal attire to attend some undisclosed function.
