The state of Pennsylvania presented Jeffrey with a law license in 1973 after he graduated from George Washington University Law School.
 
The Supreme Court Office of Disciplinary Counsel recently (Aug 2012) filed 14 charges of misconduct against Jeffrey. In addition to practicing law, Jeffrey is also a State Senator.
  1. Failed to provide competent legal representation (moron)
  2. Failed to abide by a client’s decisions regarding objectives of representation
  3. Failed to provide clients with written fee agreements
  4. Engaged in numerous conflicts of interest
  5. Accepted compensation from someone other than his clients
  6. Represented a client that had a conflict regarding a prior client
  7. Failed to withdraw from representing clients when withdrawal was mandatory
  8. Failed to disclose relevant facts to a tribunal he was mandated to disclose
  9. Shared fees with non-attorneys
  10. Engaged in the unauthorized practice of law
  11. Engaged in the improper solicitation of clients (victims)
  12. Engaged in conduct involving fraud, dishonesty, deceit or misrepresentation
The charges related to Jeffrey’s representation of Kemp & Associates, a Utah-based “heir hunting” firm, which searches courthouse estate filings in the U.S. to connect potential beneficiaries of estates with inheritances for one-third of whatever the beneficiary receives.
 
Jeffrey has represented Kemp for over 20 years and is paid a 5% contingency fee for any amounts paid to any beneficiary. Heir hunting is akin to “ambulance chasing.” During this time, Jeffrey never met with any of his alleged clients nor did he ever have them execute a fee agreement.
 
As we speak (ca. October 2012) Jeffrey practices with Boswell Tintner Piccola at 315 North Front Street in Harrisburg, Pennsylvania. He also continues to sit as a State Senator from the Harrisburg area.
