Attorney Victor Toscano of Glendale, CA; repeat offender

 
The state of California provided Victor H. Toscano with a law license in 1958 after he graduated from Van Norman University in Los Angeles, which is a 4th tier school dedicated to serving losers that couldn’t get accepted into mainstream schools like UCLA, Pepperdine, USC or Stanford.
 
The California Bar Court found Victor guilty of the following misconduct.
  1. Failed to account for fees in two matters
  2. Failed to perform legal services competently (Dufus)
  3. Failed to return unearned fees to client
In one matter, Victor told his client someone had broken into his car and taken the briefcase that held the client’s documents. He then failed to do any further work to advance the client’s legal claims forcing the client to hire another attorney.
 
In the second matter, a client facing foreclosure hired Victor to represent her with regard to a loan. A month later, the client visited his office but Victor didn’t provide any paperwork that showed action on the case. A week later, she fired him and sought a refund of the $2,000 advance fee. The client hired a new lawyer who negotiated an agreement that averted foreclosure.
 
This wasn’t Victor’s 1st bite at the Attorney Misfit Apple Tree. He previously received a complimentary stayed 12-month suspension of his law license for engaging in a variety of misconduct. And he also received a complimentary private reproval for failing to make restitution to a client (victim) in the amount of $940 as previously ordered.
 
As a consequence of his misconduct, the supporters for Attorney Misfits sitting on the California Bar Court punished Victor by gifting him with a stayed 12-month suspension of his law license. In reality, the comedians on the Bar Court didn’t mete out any real punishment to Victor.
