Judge Tim Halloran is well-known/respected moron and vindictive ethical gnome in the Charleston, West Virginia area.
Sometime in August 2009, a Charleston Police officer who was charged by Virginia authorities with soliciting sex with a minor appeared in Judge Tim Halloran’s courtroom. Cool!
When the hearing before Judge Tim Halloran was about to commence regarding the charges against the Police officer for soliciting sex with a minor, Judge Tim Halloran denied public access to the hearing according to a TV reporter who was there. (Charleston Gazette)
Apparently, Judge Tim Halloran has a soft spot in his heart for perverts that solicit sex from minor females. Hmmm, I wonder why! Could it be that Judge Tim Halloran is just another Judicial Pervert? Pray tell! If he isn't, then why would he knowingly violate the West Virginia Constitution to protect an alleged pedophile?
Steve Canterbury, administrative director of the West Virginia Supreme Court said that if true, Judge Tim Halloran’s conduct was a “clear violation of state law.” So what Mr. Canterbury? Just because Judge Tim Halloran is a judge doesn’t mean he has to comply with or have knowledge of West Virginia law, right Mr. Canterbury?
Mr. Canterbury went on to state that the West Virginia Constitution (Judge Tim Halloran sez, what in the hell is that?) guarantees that courts are open to the public, and when a hearing is closed, the court must (mandatory) state why.
Mr. Canterbury then said, “There are exceptions for some hearings, such as matters in family court [involving minors], but none of those apply here.” As a die-in-the-wool aficionado of the ol’ Humphrey Bogart movie “The Treasure of the Sierra Madre,” an unreliable source indicated that Judge Tim Halloran responded by saying, “I ain’t got no law. I don’t need no law. I don’t have to show you any stinkin’ law,” in his defense of serial violations of the West Virginia Constitution.
Mr. Canterbury concluded by saying, “They [judges] can keep out any recording, audio or video and prevent photos from being taken. However, in a public hearing, reporters as members of the public can’t be restricted. Each reporter can come in and take notes.”
Sean Phillip Patrick (Charleston Police officer charged with a sex crime v. a minor) allegedly propositioned a girl between the ages of 15 and 17 over the Internet for sexual favors. Mr. Patrick was charged in Virginia with soliciting a minor with lascivious (corrupt) intent, which is a felony in Virginia.
Mike Waterhouse, news operations manager at WSAZ-TV in Charleston says he was the only person attempting to get into the Judge Tim Halloran’s courtroom during the hearing involving Police officer Patrick.
As a result of Judge Tim Halloran’s illegal conduct, Mike Waterhouse filed a complaint with the West Virginia Judicial Investigation Commission. With all due respect to Mr. Waterhouse, he may as well have filed a complaint with the late Idi Amin in regards to the questionable dietary habits of the late Jeffrey Dahmer. Here tell that Jeffrey’s rump roast recipe is out of this world!
Mr. Canterbury concluded by saying that his office (West Virginia Supreme Court) doesn’t have the power to investigate the matter, and that any investigation would have to be done by the Judicial Investigation Commission. Typical response from an enabler and apologist for certified Judicial Misfits!
Believe it or not, this celebrated judicial misfit (that’d be Judge Tim Halloran) remains on the bench in Charleston, West Virginia.
This is just further proof that in the United States, judges are in fact held to a “lower standard of conduct.”
