The state of New Jersey provided Franklin G. Soto with a law license in 1990.
 
The Disciplinary Review Board found Elliot guilty of the following misconduct.
  1. Gross negligence
  2. Failed to communicate with client
  3. Failed to act diligently in representing client (slacker)
  4. Failed to reduce contingent fee agreement to writing
  5. Engaged in a conflict of interest
As a consequence of his misconduct, the apologists for Attorney Misfits sitting on the Disciplinary Review Board punished Franklin by gifting him with a complimentary reprimand.
