Attorney John J. Plough of Kent, OH; ethical leprechaun

The state of Ohio presented Joseph Anthony John Joseph Plough with a law license in 1973 after he graduated from Boston University Law School.

While sitting as a Portage County Municipal Court Judge, Disciplinary Counsel of the Ohio Supreme Court found John guilty of the following misconduct.
  1. Engaged in conduct prejudicial to the administration of justice
  2. Failed to uphold the integrity of the judiciary
  3. Failed to dispose of judicial matters promptly (slacker)
  4. Failed to diligently discharge his administrative responsibilities
  5. Engaged in unlawful ex parte communications
  6. Refused to comply with multiple orders from an Appeals Court (Up Yours, said Johnny!)
  7. Failed to respect and comply with the law
  8. Failed to maintain professional competence in judicial administration (moron)
  9. Berated and interfered with defense counsel’s closing arguments before a jury
  10. Committed multiple violations of the Code of Conduct
  11. Litigants’ appeal rights were prejudiced by his misconduct
In regards to Johnny’s interference with defense counsel’s closing arguments before a jury, the Court of Appeals stated in its ruling, “

On several occasions John was ordered by the Court of Appeals to produce tapes of court proceedings. However, he repeatedly thumbed his nose at the higher court’s orders. This arrogance led to a Court of Appeals ruling wherein it stated in part:

“We first point out that the trial court was entitled to intervene during closing argument to provide guidance as to its concerns regarding the parameters of defense counsel’s argument. However, the initial intervention quickly evolved from a legitimate concern for procedure to a heavy-handed, insulting, and unnecessary display of authority. The trial judge’s remarks transcended legitimate methods of courtroom control which served to fundamentally encumber defense counsel’s ability to effectively represent appellant.”

As a consequence of his misconduct, the cheerleaders for Attorney Misfits sitting on the Ohio Supreme Court punished Johnny by gifting him with a complimentary 6-month suspension of his law license.

As we speak (ca. July 2012) John at 136 North Water Street in Kent, Ohio. Portage County Attorney.
