The state of New Jersey presented Thomas F. Bullock with a law license in 1976.
 
The New Jersey Office of Attorney Ethics found Howard guilty of the following misconduct.
  1. Failed to provide client with written fee agreement
  2. Failed to act diligently on behalf of client (slacker)
  3. Engaged in conduct involving fraud, deceit, dishonesty or misrepresentation
In one matter, a client’s appeal was dismissed because Tom failed to file a brief on time as required by Appellate rules. He then concealed the dismissal from his client (victim).
 
Tom’s Hyperbolic (BS) Defenses
 
Tom had the chutzpah to defend his misconduct on the grounds that he was suffering from extreme personal and professional difficulties, which were:
 
Extreme Professional Difficulties: involved in bankruptcy matter that monopolized his time to the exclusion of others
Extreme Personal Difficulties: involved his marriage which had been deteriorating for some time and ended in divorce
 
As expected the comedians sitting on the Disciplinary Review Board and the Supreme Court accepted Tom’s BS as mitigation for his misconduct.
 
As a consequence of his misconduct, the cheerleaders for Attorney Misfits sitting on the New Jersey Supreme Court punished Thomas by gifting him with a complimentary reprimand.
 
As we speak (ca. July 2012) Thomas practices law at 2 Kings Highway West in Haddonfield, New Jersey.
