Attorney Rhonda Anderson of Philadelphia, PA; convicted fraudster

 

The state of New Jersey provided Rhonda McCullough Anderson with a law license in 1998 after she graduated from Rutgers University School of Law.

 

The New Jersey Office of Attorney Ethics found Rhonda guilty of engaging in the following misconduct.

  • Plead guilty plea to honest services mail fraud
  • Engaged in conduct involving fraud, deceit, dishonesty, or misrepresentation
  • US Attorney’s Office in Phildelphia filed a fifty-six count indictment against Rhonda and eleven co-defendants
  • Rhonda was charged in only one count of the indictment
  • The one charge that Rhonda and Corey Kemp, the City Treasurer for the Treasurer’s Office for the City of
  • Philadelphia (Treasurer’s Office), engaged in honest services mail fraud in the redemption of city bonds
  • Kemp enlisted Rhonda to start a business for the purpose of assisting individuals to make claims
  • against unclaimed funds held by the City, or to have payments made to individuals who had lost or misplaced bonds issued by the City
  • At Kemp’s direction, Rhonda started the business through a corporation, Estate & Charitable Solutions, LLC, in which she had an interest
  • Kemp advised respondent that the two could convince the successful claimants to pay them a percentage
  • of the recovered funds
  • The two agreed that Kemp would receive approximately thirty five percent of the profits from the business and that his interest would be hidden from his employer, the City, and the public, by having his payments made in cash
  • Kemp explained to Rhonda because he was in charge of the agency that issued the City’s checks to vendors and others, maintained the City’s list of unclaimed checks and other funds, participated in
  • the issuance of City bonds and other financial obligations, his participation in payments from the business and having an interest in the business conflicted with his employment as City Treasurer
  • To carry out this business, Kemp provided Rhonda with the identity of people holding outstanding City bonds
  • Rhonda then located the individuals to inform them of their rights and to request a fee for her assistance Altogether, Rhonda received approximately $9,100 from claimants
  • In one instance, in Kemp and Rhonda caused a claimant to be paid approximately $15,000, which led to the claimant giving a check for $3,700, from which she paid Kemp $900 in cash

As a direct consequence of her misconduct, the enablers for Attorney Misfits sitting on the New Jersey Supreme Court punished Rhonda by gifting him with a complimentary 3-year suspension of her law license.

 

As we speak (ca. December 2023), Rhonda practices her so-called brand of law with O’Donnell Anderson LLC at 2 Penn Center Plaza in Philadelphia, Pennsylvania.
