Sr. Judge John Henning Jr. of Elkins, WV; incompetent loser

The state of West Virginia provided Jamison Todd Conrad with a law license in 1975 after he graduated from the University of Baltimore School of Law.

The West Virginia Judicial Investigation Commission found Johnny guilty of engaging in the following misconduct, all of which took place while he was assigned to the Twentieth Judicial Circuit in Elkins.

The West Virgina Regional Jail Authority sought a Writ of Prohibition from the Supreme Court to prohibit Johnny from enforcing an order in a matter then pending before him. In granting the request, the Court stated in part.

  • Johnny should have granted the Jail Authority’s Motion to dismiss
  • In acting on the matter, Johnny acted without or in excess of his jurisdiction
  • Johnny’s order was clearly erroneous as a matter of law
  • The case was sent back to Johnny with instructions to grant the Motion to Dismiss with prejudice

Of course, Johnny doesn’t much care if his rulings are overturned due to his incompetence, since he’s well aware that no judge in West Virginia has even been tossed off the bench for being incompetent.

As we speak (ca. December 2023), Johnny continues to practice his so-called brand of jurisprudence as a Senior Assigned Judge for various Judicial Circuit Courts in and around Elkin, West Virginia.
