Attorney Cynthia Feland of Bismarck, ND; ethical misfit

The state of North Dakota presented Cynthia M. Feland with a law license in 1991 after she graduated from the University of North Dakota Schoolof Law.

The Disciplinary Board found Cynthia guilty of engaging in the following misconduct, all of which took place while Cynthia was employed as a Burleigh County Assistant State’s Attorney during the prosecution of Charles Blunt, the executive director of North Dakota Workforce Safety Insurance for misapplication of entrusted property.

  • Failed to disclose Wahl memo to defense counsel
  • Cynthia was negligent in her knowing failure to provide the Wall memo to defense counsel

As a direct consequence of her misconduct, the enablers for Attorney Misfits sitting on the North Dakota Supreme Court punished Cynthia by gifting her with a complimentary admonishment and assessed investigative costs $5,636.10.

As we speak (ca. October 2023), Cynthia practices her so-called brand of law at the Burleigh County Courthouse in Bismarck, North Dakota.
