Attorney Toni D. Skinner of Hermiston, OR; greedy repeater 
The state of Oregon provided Toni DeFriez Skinner with a law license in 1993.
The Oregon State Bar found Toni guilty of the following misconduct:
Toni represented two clients (victims) on a variety of matters relating to a loan that they made to a relative, the clients signed a fee agreement with Toni that stated interest may be charged on the unpaid account balance at 12% (1% per month).
Within a few months, Toni notified her client/victims in writing that she intended to increase the interest rate on unpaid account balances from 12% to 19%. In a lame effort to prove she was a humanitarian, Tony then increased the interest rate to 18% rather than 19%.
As a result of her usurious conduct, the client/victims filed a complaint with the Bar Association, accusing Tony of overcharging them because they never consented to the increased interest rate. During the Bar’s investigation it discovered that Tony was screwing a whole slew of her client/victims in the same manner.
The complaint ultimately led the Bar to find Tony guilty of overcharging or collecting a clearly excessive fee.
And this wasn’t Toni’s 1st bite at the Attorney Misfit Apple Tree. Several years earlier she received a complimentary reprimand for engaging in a variety of misconduct.
As a consequence of his misconduct, the apologists for Attorney Misfits at the Oregon State Bar punished Toni by gifting her with a complimentary reprimand.
