Judge Arthur Bartley of New York City; arrogant lawbreaker

 
The state of New York presented Arthur Kirke Bartley with a law license in 1978 after he graduated from New York University (NYU) Law School.
 
Arthur is yet another arrogant jurist who actually believes his “bowel movement is without odor.”
 
In an effort to cement his status as an arrogant lawbreaker, Arthur routinely parked his Ford Expedition at un-fed meters outside his Upper East Side residence. Arthur got away with this illegal conduct by using a parking placard provided by the New York Police Department. However, the placard specifically states “This vehicle is on official police business.” Of course Arthur wasn’t on any official police business when he parked his car every day outside his residence.
 
Arthur absolutely knew he was violating the law by using a placard that false proclaimed he was on “official police business.”
 
Because Judicial Misfits in New York City are held to a much lower standard of conduct then everyone else, Arthur was never criminally charged for his conduct nor was he made to repay the city of New York for the free parking he realized from his illegal use of a police parking placard.
 
As we speak (ca. June 2012) Arthur continues to sit on the bench in New York City.
