Judge Vance Raye of Sacramento, CA; serial slacker and dimwit

 

The state of California presented Vance w. Raye with a law license in 1970 after he graduated the University of Oklahoma School of Law.

 

FYI: Vance has had his significant snout firmly implanted in the public trough for the past fifty-two (52) years. Apparently, no self-respecting law firm in the greater Sacramento area was about to offer him a good paying job.

 

It should be noted that former Gov. George Deukmejian was duped into appointing Vance as a judge on the Third District Court of Appeals in 1991. Vance didn’t’ receive the appointment because he was the most qualified attorney in the greater Sacramento area. He received it because he had proven to be a reliable lackey for the local political hacks.

 

The California Commission on Judicial Performance found Vance guilty of engaging in the following misconduct.

  • Engaged in a pattern of delay in deciding around 200 appellate matters over a 10-year period
  • Failed in his duty to maintain professional competence in judicial administration (dimwit)
  • A survey of about 200 matters assigned to Vance in which more than a year passed between the briefing and the opinion.
  • A significant number of cases languished for years.” the commission said. “
  • Two of Vance’s cases were delayed between six and seven years, five between five and six years, 17 between four and five years, 29 between three and four years, and 45 between two and three years
  • Failed to exercise his supervisory authority to address chronic delays in cases assigned to some other justices
  • In his role as presiding justice, Vance failed to encourage and adopt reasonable procedures to ensure that priority and older cases were decided first
  • Failed to properly exercise his administrative and supervisory authority
  • Failed in his duty to diligently discharge administrative responsibilities in a manner that promotes
  • public confidence in the integrity of the judiciary
  • Failed to take appropriate corrective action when there is reliable information that another justice had violated provisions of the Code of Judicial Ethics
  • Failed to act at all times in a manner that promotes public confidence in the integrity and impartiality of the judiciary
  • Rather than await a decision from the Commission, Vance did what any cowardly jurist would do under the circumstances, he announced his retirement.
  • Failed to establish, maintain, and enforce high standards of conduct, and personally observe those standards so that the
  • integrity and independence of the judiciary is preserved
  • Failed to cooperate with other judges and court officials in the administration of court business
  • Repeatedly failed to act with due diligence (slacker)

As a direct consequence of his misconduct, the cheerleaders for Judicial Misfits sitting on the Commission for Judicial Performance punished Vance by gifting him with a complimentary admonition. He subsequently retired from the bench in late May 2022.

 

As we speak (ca. August 2022), it is rumored that Vance has a pending application for a job as a greeter with the Walmart Supercenter Store located at 1018 Riley Street in Folsom, California.
