Judge Kenneth Scaff Jr. of Jasper, FL; ethical troll

 

The State of Florida provided Kenneth Scaff Jr. with a law license in 1994 after he graduated from Mercer University School of Law.

 

The Florida Judicial Qualifications Commission found Kenny guilty of engaging in the following misconduct.

  • Routinely conduct first appearances that failed to comply with the relevant Florida Rules of Criminal Procedure
  • For over 10 years regularly conducted first appearance hearings without the presence of or input from the Office of the State Attorney for the Third Judicial Circuit, the Office of the Public Defender, or the victims
  • Bond hearings often took place by telephone, frequently transpired with little or no notice to the Office of the State Attorney, the Office of the Public Defender, or victims
  • In February 2019, set bonds of eleven arrestees by telephone without notice to, or the participation by the State Attorney, the defendants' attorneys, or the victims
  • Conducted improper ex-parte (one-sided) communications with defendants, witnesses, litigants, family members, and others regarding cases or matters
  • pending, impending, or that were likely to come before him
  • Engaged in a pattern of misconduct
  • Inappropriately modified a bond based on improper ex-parte (one-sided) communications
  • Routinely volunteered to have his judicial assistant make phone calls on behalf of arrestees trying to bond out of the Hamilton County Jail

As a direct consequence of his misconduct, the cheerleaders for Judicial Misfits sitting on the Florida Supreme Court punished Kenny by gifting him with a complimentary reprimand.

 

FYI: The comedians on the Supreme Court’s reprimand of Kenny doesn’t pass the involuntary laugh test given the fact that he previously been warned by Judicial Commission against permitting or participating in ex-parte communications involving matters that are pending, impending, or likely to come before him.

 

As we speak (ca. June 2020), Kenny continues to sit as an Hamilton County Circuit Court judge in Jasper, Florida.
