Judge Farley Toothman of Waynesburg, PA; Bullying Loser

 

The state of Massachusetts provided Farley Toothman a law license in 1986 after he graduated from Duquesne University School of Law.

 

It should be noted that former Gov. Ed Rendell was duped into nominating Farley for a position as a Greene Country Court of Common Pleas judge in 2009. Farley didn’t receive the nomination because he was the most qualified attorney in the greater Greene County area. He was nominated because he had proven to be a reliable lackey for the local political hacks.

 

The Pennsylvania Judicial Conduct Board found Farley guilty of engaging in the following misconduct.

 

1st Instance of Farley’s Misconduct

  • Retaliated against Christy McCarty who confronted his law clerk Alexandra Chamberlain for an alleged theft that occurred at a Sunoco gas station in 2017
  • Chamberlain told Farley about the incident and he responded by saying he would ask the store owner to allow him to review surveillance footage
  • Farley, his son, and Chamberlain then went to the store and questioned the clerks, who asked the trio to leave because they felt harassed
  • The next day Farley ordered McCarty to appear in his courtroom the next morning because she was doing community service in a magisterial case
  • At the Kangaroo proceeding the next day, McCarty was not represented by an attorney, nor was a commonwealth attorney present
  • Farley recited in open court, McCarty’s criminal history before he found her to be in civil contempt for being in arrears for costs, fines and fees
  • Farley then ordered McCarty sent to the Greene County Jail until Oct. 2 [total of 25 days] of that year, when she again appeared before him
  • Farley ordered McCarty’s release after asking her is she was “going to be a good girl”
  • While incarcerated, McCarty did not make any payments in the magisterial case

2nd Instance of Farley’s Misconduct

  • Retaliated against Waynette Pellegrini when she refused to sign a confidentiality statement, and she filed a grievance that union work was being done in Farley’s chambers in violation of a union contract
  • Farley posted a bright orange copy of Ms. Pellegrini’s grievance on a public bulletin board in the courthouse that contained both her name and personal phone number

When confronted about the retaliation, Farley said:

  • ‘You think I’m going to retaliate?”
  • “You’re damned right I’m going to retaliate.’”

3rd Instance of Farley’s Misconduct

  • Illegally closed a protection-from-abuse hearing to the public in April 2018 when the matter should have been heard in open court

All that remains now is to see what if any punishment is meted out to Farley by the apologists for Judicial Misfits sitting on the Pennsylvania Supreme Court.

 

As we speak (ca. May 2020), Farley continues to sit as Greene Country Court of Common Pleas judge in Waynesburg, Pennsylvania.
