The Law Society of Upper Canada provided Dick with a law license in 1989 after he graduated from McGill University School of Law. He received a Master of Laws from Osgood Hall Law School in 2006.

Former Attorney General of Ontario Marion Boyd was duped into appointing Dick as a Justice of the Peace in 1992. Dick didn’t receive the appointment because she was the most qualified attorney in the greater Ontario area. He received it because he had proven to be a reliable lackey for the local political hacks.

FYI: Dick has had his significant snout firmly implanted in the public trough for the past twenty-seven (27) years. Apparently, no self-respecting law firm in the greater Toronto area was about to offer Dick a good paying job.

A disciplinary panel of the Justices of the Peace Review Council found Dick guilty of the following misconduct.

• Failed to cooperate with ethics investigators (Screw you, said Dick!)
• Acted inappropriately when dealing with Mr. Hope regarding a traffic citation
• Conduct was not what Ontarians expect of a judicial officer
• Violated parties due process rights
• Did not understand [ignorant] there was an established procedure governing “section 50 inquiries” (allows for self-representation)
• Dick admitted he was “totally wrong” and “arrogant” not to respond to ethics investigators
• Became petty and abusive when dealing with Mr. Hope
• Abusive conduct led Dick to increase Mr. Hope’s traffic ticket fine from $20 to $60 in increments of $10 on four successive occasions
• Dick’s conduct especially aggravating since Mr. Hope was a self-represented litigant who acted appropriately at all times
• Mr. Pope was humiliated before a large group of people by the repeated award of costs each time he addressed the court
• Failed to perform his duties of office in the fair administration of justice
