Attorney Carlton H. Vines of Trion, GA; habitual drunk, convict, repeater

The Georgia Supreme Court presented Carlton Hoyt Vines with a law license in 1977 after he graduated from the Woodrow Wilson College of Law.

During his worthless tenure sitting as a state court judge for Chattooga County, Carl was found guilty of the following misconduct by the Georgia Judicial Qualifications Commission.

1st Bite at Judicial Misfit Apple – June 2003

  • On June 17 while driving to the courthouse at 9:23 am, Carlton rear-ended another vehicle
  • Fled the scene by continuing down Georgia Highway 1
  • When subsequently stopped by police, Carlton was too drunk to be administered field sobriety test
When the Judicial Commission demanded that Carlton complete an in-house treatment for certified alcoholics in order to resolve its pending misconduct complaint, he refused and then resigned his judgeship. Carlton’s resignation caused the complaint to be administratively closed.

2nd Bite at Judicial Misfit Apple – November 2007

In Nov. 2006, Carlton again succeeded in duping the voters in Chattooga County into electing him as judge.

At 10:00 am on Nov 3, 2007, while on his way to the courthouse Carlton sideswiped another car. Again, Carlie the Drunk fled the scene and this time attempted to return home.

Subsequently, the state patrol apprehended Carlton and again he refused to comply with Georgia’s implied consent law to submit to a blood or breath test.

Again Carton was too drunk for the police officers to conduct a field sobriety test. While talking to the arresting officers, Carlton asked them several times to just take him home and that if they did he would “make it up to them” and that “you would make it worth their while.” When they refused, he told them “that in ten years they would regret this.”

Carlton charged with Election Fraud

Carlton was charged by the feds with election fraud for having at least 18 phony absentee ballots in his possession during his 2006 election bid. Subsequently, Carlton paid a $15,000 fine to the State Elections Board after his criminal trial concluded.

Because Attorney/Judicial Misfits in Georgia are held to a much lower standard of conduct then everyone else, the Georgia Supreme Court allowed Carlton to retain his law license. I suppose it was fair since Carlton has a constitutional right to earn a dishonest living as an attorney, right?

As we speak (ca. March 2012) Carlton practices law at 148 Simmons Street in Trion, Georgia.
