Judge Kiichi Okaguchi of Tokyo, Japan; serial offender

The Supreme Court of Japan found Judge Okaguchi guilty of the following misconduct.

Posted comment on Twitter about civil lawsuit over ownership of a dog

Criticized dog’s original owner for trying to ger the dog back from the current guardian after “abandoning it”

In its ruling the Supreme Court stated in part:

“Okaguchi’s Twitter post went beyond tolerable limit for free speech as it “gave rise to suspicion among the public that judges may have prejudices based on superficial and one-sided information and understanding.”

The Court went on to condemn Okaguchi for unilaterally concluding that it was ridiculous for the original dog owner to file such a lawsuit, noting that all citizens have a right to sue.

As one would suspect, this isn’t Judge Okaguchi’s first bite at the Judicial Misfit Apple Tree. He was previously disciplined for posting images of a naked man on Twitter in June 2016 and also tweeting in March about the 2015 murder of a 17-year-old high school girl in Tokyo.

As a direct consequence of his misconduct, the enablers for Judicial Misfits sitting on the Japan Supreme Court punished Judge Okaguchi by gifting him with a complimentary reprimand.

As we speak (ca. December 2018), Judge Okaguchi continues to sit as a Tokyo High Court judge in Tokyo, Japan.
