Ohio Chief Justice Thomas Moyer's Hit-Team of Retired Judges

         Chief Justice Thomas Moyer determined early on (ca. 1987) that through his control of the purse and appointment process, he had the power to assemble a group of retired judges (Tom's Hit-Team) that he could rely on to punish his enemies and reward his friends.

       Chief Justice Thomas Moyer's appreciation of the benefits he would enjoy from manipulating the justice system to his advantage came about during his tenure as a flunky, bootlicker, yesman and bagman for Gov. James Rhodes. Moyer's apprentiship in the art of mainpulation will be discussed in another article. Stay tuned!

Below are some of the more infamous retired judges employed by Chief Justice Thomas Moyer as members of his celebrated "Hit-Team." Remember that each member of Chief Justice Moyer's hit-team was personally beholding to him the income they derived from his multiple, years-long appointments. In addition, each member was an intellectual lightweight who had no real opportunity for employment in the private sector; all were totally devoid of ethics, and more importantly, they could be relied upon to violate a litigant's rights in order to achieve the outcome Chief Justice Moyer was seeking.

Judge Stephen Yarbrough - Toledo, Ohio

        After being tossed out of the state Senate for lying about his residency, Judge Stephen Yarbrough had no prospects of any kind of gainful employment in the legal community. He was well known in the Northwest Ohio legal community as being intellectually deprived and ethically insolvent.

        Since 1994 through 2009, Chief Justice Thomas Moyer has repeatedly assigned Judge Stephen Yarbrough to cases involving political corruption wherein the corrupt politician was a friend of and/or affiliated with the Republican Party. On almost every occasion, the scofflaw was held to a lower standard of conduct by Judge Stephen Yarbrough, which was in keeping with instructions he received from his mentor and sole-employer Chief Justice Thomas Moyer.

       In addition, Chief Justice Thomas Moyer repeatedly assigned Judge Stephen Yarbrough to numerous divorce cases throughout Ohio with Columbus

and Youngstown being Moyer's favored venues. Judge Stephen Yarbrough was specifically assigned by Chief Justice Thomas Moyer to effectuate a result involving litigants who had complained about the injustices visited upon them to their legislators and/or others. Put simply, in Chief Justice Thomas Moyer's demented mind, the 1st Amendement (Free Speech) comes with a significant price!

       Since Chief Justice Thomas Moyer began appointing Judge Stephen Yarbrough in 1994, Yarbrough has defrauded the taxpayers out of at least $500,000 via the submission of fabricated work and travel expense claims. Some of Judge Stephen Yarbrough's accomplishments are as follows:

• Repeatedly defrauded Franklin County (Columbus) by billing for mileage he provably never drove
• Repeatedly defrauded Franklin County by billng for lodging expenses he never incurred
• Repeatedly defrauded Mahoning County (Youngstown) for mileage and meal expenses he never incurred
• Repeatedly defrauded taxpayers in Toledo, Columbus, Cleveland and Youngstown by billing for meals expenses he never incurred
• Repeatedly defrauded the state and Toledo taxpayers by billing $60 an hour to drive to and from his home in Lucas County
• Defrauded the state and various counties by billing two days work on the same day
• Defrauded the state and numerous counties by billing for judicial services on cases that were officially closed
• Repeatedly defrauded the state by billing for legal research and drafts opinions when court dockets prove no such thing ever took place

Judge Richard B. McQuade, Jr. - Toledo, Ohio

Chief Justice Thomas Moyer began to appoint Judge Richard McQuade to cases wherein he was seeking a specific result in 1992. Over the years (1992-2002) Judge Richard McQuade engaged in the following misconduct, all of which Chief Justice Thomas Moyer was well aware of.

• Billed 2 or more counties for 8 hours of work on same day 
• Billed 8 hours of work while working 1 hour or less
• Billed Lucas County (Toledo) for thousands-of-dollars in meal expenses he never incurred
• Referring to a 1^st generation Asian as “a goddamn son-of-a-bitch” and another as a “gook”
• Awards $500 in fees to attorney for time claimedspent in Toledo office when public records proved attorney was in San Francisco
• Awarding $18,000 (88 hours) in fees to attorneys for preparing a 2 ½ page legal document
• Billed Lucas County (Toledo) thousands of dollars for parking fees when in fact he parked free at a local law-firm’s lot (Shumaker, Loop & Kendrick)
• Billed 2 or more counties for 8 hours work on the same day
• Billed the state and various counties for judicial wages/travel expenses while working as a private “rent-a-judge” at $200 to $400 an hour
• Repeatedly and cheerfully violated litigants due process rights
• Billed 8.0 hours for working at home on Christmas (just what we'd expect from a good ol' Irish-Catholic boy, right?) 

Judge Richard Markus - Cleveland, Ohio

• Billed Cuyahoga County (Cleveland) for judicial wages while attending seminars in Columbus
• Billed for hours never worked

Judge Tommy Thompson - Columbus, Ohio

• Billed state/Franklin County (Columbus) for 8 hour days on hundreds of times when parking receipts proved average workday was 3.3 hours
• Billed the state/Franklin County (Columbus) for judicial wages while working at Mayor’s court at $400 an hour (illegal double-dip)
• Billed Franklin County (Columbus) for thousands in parking fees when claims were illegal because he resided in Franklin County 

Judge Joseph Cirigliano - Elyria, Ohio

• Billed the state and Erie County for thousands in wage he never earned
• Billed for judicial wages while working as a private rent-a-judge at $300 an hour
• Billed Lucas County (Toledo) for travel expenses he never incurred
• Billed the state for judicial wages while attending seminars
• Repeatedly bilked the taxpayers of Cuyahoga County (Cleveland) by billing for hours never worked

       Other notorious members of Chief Justice Thomas Moyer's hit-team are named below and the frauds they perpetrated on Ohioans will be included as time permits.

       Put simply, these are judges that uniformly treated their oath of office with utter contempt. They knowingly, willingly, cheerfully, and unlawfully victimized numerous Ohioans in compliance with directives received from Chief Justice Thomas Moyer. And theyso acted for the sole purpose of unjustly enriching themselves via appointments as visiting retired judges by Chief Justice Thomas Moyer.
