Ohio Chief Justice Thomas Moyer's Hit-Team of Retired Judges Chief Justice Thomas Moyer determined early on (ca. 1987) that through his control of the purse and appointment process, he had the power to assemble a group of retired judges (Tom's Hit-Team) that he could rely on to punish his enemies and reward his friends. Chief Justice Thomas Moyer's appreciation of the benefits he would enjoy from manipulating the justice system to his advantage came about during his tenure as a flunky, bootlicker, yesman and bagman for Gov. Below are some of the more infamous retired judges employed by Chief Justice Thomas Moyer as members of his celebrated "Hit-Team." Remember that each member of Chief Justice Moyer's hit-team was personally beholding to him the income they derived from his multiple, years-long appointments. In addition, each member was an intellectual lightweight who had no real opportunity for employment in the private sector; all were totally devoid of ethics, and more importantly, they could be relied upon to violate a litigant's rights in order to achieve the outcome Chief Justice Moyer was seeking. Judge Stephen Yarbrough - Toledo, Ohio After being tossed out of the state Senate for lying about his residency, Judge Stephen Yarbrough had no prospects of any kind of gainful employment in the legal community. He was well known in the Northwest Ohio legal community as being intellectually deprived and ethically insolvent. Since 1994 through 2009, Chief Justice Thomas Moyer has repeatedly assigned Judge Stephen Yarbrough to cases involving political corruption wherein the corrupt politician was a friend of and/or affiliated with the Republican Party. On almost every occasion, the scofflaw was held to a lower standard of conduct by Judge Stephen Yarbrough, which was in keeping with instructions he received from his mentor and sole-employer Chief Justice Thomas Moyer. In addition, Chief Justice Thomas Moyer repeatedly assigned Judge Stephen Yarbrough to numerous divorce cases throughout Ohio with Columbus
and Youngstown being Moyer's favored venues. Judge Stephen Yarbrough was specifically assigned by Chief Justice Thomas Moyer to effectuate a result involving litigants who had complained about the injustices visited upon them to their legislators and/or others. Put simply, in Chief Justice Thomas Moyer's demented mind, the 1st Amendement (Free Speech) comes with a significant price! Since Chief Justice Thomas Moyer began appointing Judge Stephen Yarbrough in 1994, Yarbrough has defrauded the taxpayers out of at least $500,000 via the submission of fabricated work and travel expense claims.
