The state of New Jersey presented Thomas E. Downs IV with law license in 1975 after he graduated from Rutgers University Law School.

The New Jersey Office of Attorney Ethics found Jimmy guilty of the following misconduct.

• Failed to communicate with clients
• Failed to cooperate with ethics investigators (Up yours, said Tommy!)

As a direct consequence of his misconduct, the cheerleaders for Attorney Misfits sitting on the New Jersey Supreme Court punished Tommy by gifting him with a complimentary admonition.

• Failed to keep client reasonably informed of status of matter
• Failed to comply with client information requests
• Failed to refund unearned retainer (thief)
• Failed to cooperate with ethics investigators (Screw you, said Tommy!)
• Engaged in conduct involving dishonesty, fraud, deceit, or misrepresentation

As a direct consequence of his misconduct, the cheerleaders for Attorney Misfits sitting on the New Jersey Supreme Court punished Tommy by gifting him with a complimentary censure.
