FYI: Judge Roy Bean was an infamous Justice of the Peace who dispensed with justice out of his saloon in Val Verde County, Texas. Bean called himself “The Law West of the Pecos” and was also affectionately referred to as the “hanging judge.”
 
Billy Boy was presented with a law license from the Ohio Supreme Court in 1980 after graduating from Akron University Law School.
 
In a prior life, Billy first sat as a Municipal Court Judge in Gallipolis. He was then successful in duping the voters in Gallia County to elect him as their Probate Judge.

In the not too distant past, the Board of Commissioners on Grievances and Discipline and the Ohio Supreme Court found Billy guilty of:
  1. Conduct involving dishonesty, fraud and deceit
  2. Illegally engaging in ex parte (one-sided) communications
  3. Unlawfully negotiated and accepted a plea agreement and proceeded to convict and pass sentence on criminal defendant with the consent or participation of the country prosecutor
  4. Made misleading [false] entries in his court journal
  5. Failed to notify opposing parties or counsel before vacating two default judgments and then removing a $6,300 judgment lien against the county chairman of his political party, Roger Watson
  6. Engaged in a pattern of improper conduct
  7. Abused the court’s powers by having small claims judgment debtors arrested and forcing them to pay off their creditors in order to get out of jail by setting their release bond at the exact same amount owed to the creditor
As a consequence of his egregious misconduct, the enablers and apologists sitting on the Ohio Supreme Court punished Billy the Dumbo by gifting him with a 12-month suspension of his law license.
