Judge Richard Hagar of Minot, ND; serial slacker, repeat offender

 

First and foremost, it should be noted that this is Dick’s Third bite at the Judicial Misfit Apple Tree. His recent misconduct is synonymous with the prior findings of his lazy work habits.

 

The state of North Dakota presented Richard L. Hagar with a law license in 1988 after he graduated from the University of North Dakota Law School.

 

In November 2000, Gregory succeeded in duping the voters in the greater Omaha area into electing him as a District Court Judge. Dick again duped the voters in the greater Minot area into electing him as a District Court Judge in November 2006.

 

The North Dakota Judicial Conduct Commission found Dick guilty of the following misconduct

  • Failed to act with due diligence (slacker) in dispensing rulings
  • Failed to work with the presiding judge
  • Failed to issue opinions in timely manner in four cases
  • Failed to timely issue rulings in motions to suppress cases
  • Failed to take action on an application for an ex parte order in one case

As a direct consequence of his misconduct, the enablers for Judicial Misfits sitting on the North Dakota Supreme Court punished Dick by gifting him with a complimentary 3-month suspension from his judicial position.

 

As we speak (ca. May 2017), Dick remains sitting as a District Court judge in Minot, North Dakota.
