Attorney Mary Harper of Beaver Dam, WI; serial drunk

The state of Wisconsin presented Mary A. Harper with a law license in 1990 after she graduated from the University of Wisconsin Law School.

The Office of Lawyer Registration (OLR) found Mary guilty of the following misconduct.

In one matter, Mary was arrested for driving under the influence (DUI) after her vehicle had gone into a field and almost rolled over.

In another matter, that took place three weeks later, a Juneau Police Department officer was dispatched to the Dodge County Courthouse. A court security officer informed the police officer that Mary may have been under the influence of an intoxicant. Mary had open felony conditions of her bond resulting from her Oct. 7, 2014 DUI arrest.

The police officer was advised that Mary was a lawyer and was in court representing a client. The police officer made contact with Mary in the court lobby. After conducting field sobriety tests, the police officer asked Harper to submit to a PBT. Harper submitted to a PBT and the result was 0.179. The police officer arrested Harper for OWI and bail jumping.

Several months later, Mary pled no contest and was convicted of misdemeanor DWI (third) offense. Mary’s sentence included three years’ probation, 14 days in jail with work release, driver’s license revocation for two years, and a fine. On the same day and also after pleading no contest, Mary was convicted of misdemeanor OWI (fourth). Mary’s sentence included three years’ probation, 60 days in jail with work release, driver’s license revocation for two years, and a fine. Mary also was found guilty of bail jumping – felony and entered into a plea diversion agreement for deferred judgment.

As a consequence of her misconduct, the apologists for Attorney Misfits sitting on the Wisconsin Supreme Court punished mary by gifting her with a complimentary reprimand.

As we speak (ca. June 2016), Annie practices in Beaver Dam, Wisconsin.
