Is Ohio Transportation Dept. manager Abell Fuller, Jr. a stupid crook and a Dumbo?

 
Before being fired “quietly” (Hmmm, wonder why the secrecy) last month, Abell Fuller, Jr. was a top state transportation official (manager) in Hamilton County (Cincinnati). (Cincinnati Enquirer, Jon Craig – 01/26/2011)
 
Ol’ Abell apparently wasn’t able (pun intended) to support his lifestyle on his state salary. The Enquirer reported that Abell was operating a private transit company while getting receiving his [underserved] taxpayer-funded salary.
 
Abell, manager of the Ohio Department of Transportation’s (ODOT) Cincinnati operations, would call in sick on state time, which was a bald faced lie. In fact, while feigning sickness, Abell was driving vehicles for his Middletown (30 miles north of Cinci) based company, Fuller Transportation Services. The Enquirer discovered this evidence via a public records request.
 
Abell’s state salary was about $90,000 a year. Even after he was suspended in March 2010 when he was being investigated, ODOT paid him around $75,000 before firing him on Dec. 30. Put simply, the losers at ODOT paid this louse over $62,000 even though they knew he was basically a crook. To be fair to ODOT officials, it wasn’t there money, right?
 
When Abell was unable to be in two places at the same time (both jobs – state and private) he ordered an ODOT mechanic (Shawn Flannery) to make out-of-state deliveries of his company while the state employee was being paid $19.67 an hour by the state.
 
In September 2009, Abell had Shawn Flannery to drive his private delivery truck to North Dakota. The 4 day job turned into an 11-day job, so that Shawn could haul hay back to Ohio. Who in the hell at ODOT was feasting on hay? Enquiring minds would like to know if y’all know what I mean.
 
When Shawn missed his state garage job while jaunting to North Dakota, Abell approved paid state leave for him. After performing a second trucking job for Abell, Shawn’s supervisor [unnamed in Enquirer report] OK’d a “fake two-day paid sick leave.”
 
ODOT Deputy sez Abell didn’t break any laws
 
The Enquirer reported that ODOT Deputy Director Melissa Ayers said Abell did not break any laws. What kind of BS is this? To suggest that the illegal use of state employees to operate one’s private business isn’t stealing and/or fraud doesn’t pass the involuntary laugh test. Abell’s illegal conduct is no different than someone collecting workers/unemployment compensation when it is later proven that the miscreant was actually working. I guess its different strokes for different folks, right?
 
Seemingly, Ms. Ayers missed her calling as a standup comedian.
 
Of course it goes without saying that Abell is a big time Dumbo in that any idiot would have known that he/she would eventually have been busted. Where does the State of Ohio find these buffoons?
