Judge John Kemp Jr. of Mountain View, AR; arrogant loser

The state of Arkansas presented John Dan Kemp Jr. with a law license in 1996 after he graduated from the University of Arkansas Law School.

Johnny has had his significant snout firmly implanted in the public trough over the past forty years (1976 to 2016). Apparently, no self-respecting law firm in the Baxter County area was about to offer Johnny a good paying job.

In fact, if it wasn’t for a government check, Johnny would likely be relegated to working as a greeter at the Walmart Supercenter at 409 Sylamore Avenue in Mountain View.

In mid-February 2016, attorney Matt Campbell who runs the Blue Hog Report blog filed an ethics complaint against Johnny with the Judicial Discipline and Disability Commission. The complaint centered around Johnny’s handling of a criminal case in 2015 and his recent (2016) statements regarding that case.

Johnny has the temerity to ask the Arkansas voters to elect him as Chief Justice of the Arkansas Supreme Court. He is running for the position against sitting Associate Justice Courtney Goodson.

Attorney Campbell’s ethics complaint makes the following claims:

  • Approved guilty plea in exchange for dismissal of felony charges against Lea Ann Finn, the daughter of Jim Hinkle, a lifetime close personal friend
  • Two weeks after the Lea Finn plea agreement, Mr. and Mrs. Hinkle each donated $2,500 to Johnny’s campaign for Chief Justice
  • Ms. Finn’s sister Katie Henry also donated $500 to Johnny at the same time
  • Falsely stated that Ms. Finn was a first was a “first time drug offender” when he knew she previously pled guilty to several felon drug charges in Faulkner County in 2007 and was sentenced to 5 years of probation
  • Knowingly lied to the Blue Hog Report re: Ms. Finn’s prior drug convictions
  • Failed to withdraw from the Finn criminal case that involved the daughter of a lifetime close family friend

Shortly after the ethics complaint was filed, Johnny’s campaign put out the following false statement on his behalf.

Ms. Finn was treated exactly the same as “any other first time drug offender.”

All that’s left now is to what if anything the Supreme Court does in regards to punishing Johnny for his egregious misconduct.

Hopefully, the voters in Arkansas will be wise enough to not vote for this congenital liar when it votes for Chief Justice in November 2016.

As we speak (ca. July 2007), Johnny continues to sit as a District Court judge in Mountain View, Arkansas, which is located in Baxter County.
