Judge Stephen Yarbrough’s Continuing Legal Education (CLE) Fraud

 
Every state Supreme Court requires that all judges and attorneys attend a certain amount of continuing legal education classes/seminars.
 
Many of these seminars provide an opportunity for Judicial Misfits to hose the taxpayers by attending seminars in exotic venues such as Boca Raton, Florida, Pebble Beach, California, Las Vegas, Monterey, California, Jackson Hole, Wyoming, San Juan, Puerto Rico and/or Vail, Colorado. Never could figure out why these old fellers would volunteer to travel to Vail, Colorado in January or February when it’s so damn cold.
 
Under Ohio law a retired visiting judge is limited to compensation for actual judicial services provided. Therefore, when a retired judge is attending a seminar he/she can not lawfully bill for performing judicial services at the same time.
 
Of course given Judge Yarbrough’s well-documented record of billing for hours never worked and/or travel expenses never incurred (ca. 1997-2010), I wasn’t surprised to discover that he was also bilking Ohioan’s by charging for judicial services while he was attending continuing legal education seminars.
 
Below are just a two examples of Yarbrough’s ongoing scams to unjustly enrich himself at the expense of the State and/or various counties throughout Ohio. Trust me folks there’s more!
 
Additionally, after those two examples, there’s some facts that clearly indicate that Yarbrough filed a false report to obtain 8.0 hours of CLE credit for attending a seminar in Vail, Colorado that he never attended.

0/7/26/02 – bills Mahoning County 3.0 hrs – travel, motion
Obviously drove 74 miles from Youngstown to Cleveland on the 26th
 
11/08/02 CLE – 3.5 hrs – US Constitutional Law Update – Columbus - Friday
11/07/02 – bills Mahoning 8.0 hours – travel, motion
11/07/02 – bills Mahoning 188 miles – Columbus to Youngstown
11/07/02 – bills Mahoning 188 miles – Youngstown to Columbus
11/08/02 – bills Mahoning 3.0 hours – travel, motion
 
Obviously defrauded Mahoning by billing 188 Miles ($52.64) to travel to Columbus to attend this continuing legal education seminar
 
It is patently clear that Yarbrough has consistently defrauded various counties by billing for travel expenses that had absolutely nothing to do with providing judicial services.
 
 
01/05/00 – Family Law Conference – Vail, Colorado – False Claim
 
Ohio Supreme Court records credited Yarbrough with 8.0 hours of continuing legal education for allegedly attending a seminar in Vail, Colorado on January 5, 2000.
 
However, Yarbrough’s expense records for Franklin County show he billed for lodging, wages, parking and meals on the 5th of January.
 
As of January 2000, Yarbrough was not in compliance with the Supreme Court’s rules on continuing legal education. In fact, the Court’s records prove he was 12.0 hours in arrears. Due to his scam, Yarbrough duped the Supreme Court into granting him 8 hours of credit for a seminar he never attended.
