Judge Angeles Roca of Philadelphia; lying loser

The state of Pennsylvania presented Angeles Roca with a law license in 1995 after she graduated from Villanova University Law School.

 

In October 2008, former Gov. Edward Randell was duped into nominating Roca for a Common Pleas judgeship in Philadelphia. Roca didn’t receive the nomination because she was the most qualified attorney in Philadelphia. She received it because she had proven to be a reliable lackey for the local political hacks.

 

The Judicial Conduct Board has charged Judge Roca with engaging in the following misconduct.

 

In one matter, Judge Roca found it acceptable to engage in illegal ex parte (one-sided) talks that related to a petition for reconsideration that was filed in her son’s tax case. (Lizzy McLellan, The Intelligencer)

 

The complaint states that Judge Roca called form former Judge Joseph Waters to ask how her son, Ian C. Rexach, should proceed in the tax case. Judge Waters than accepted the son’s offer to talk to the judge managing his case.

 

In 2012, the Philadelphia City Solicitor's Office filed a complaint against Rexach in Municipal Court for failure to file his 2008 business privilege tax return. Subsequently, the court entered a default judgment against the son due to his failure to appear at a hearing.

 

Shortly thereafter, Rexach filed a motion to open the judgment pro se (self representation); however, Judge Dawn Segal denied it for failing to put forth a meritorious defense.

 

The FBI then conducted a wiretap of Judge Waters’ phone calls and recorded calls between Judge Waters and Judge Roca.

 

One conversation began with Judge Roca asking Judge Waters whether a motion for reconsideration could be filed with Judge Segal. Judge Waters said, “Yea, you file a motion for reconsideration with her and I’ll talk to her.”

 

Waters and Roca talked about the event leading up to Judge Segal’s denial of the motion, which caused Roca to say, “The bitch denied it.”

 

All that remains now is to see what if any punishment is meted out to Judge Roca by the enablers for Judicial Misfits sitting on the Pennsylvania Supreme Court.

 

As we speak (ca. November 201), Roca continues to sit as a Philadelphia Court of Common Pleas judge in Philadelphia, Pennsylvania.
