Judge Emily Mueller of Racine, WI; Judge Roy Bean Wannabee

The state of Wisconsin provided Emily S. Mueller with a law license in 1978 after she graduated from the University of Wisconsin Law School.

Former Gov. Tommy Thompson was duped into appointing Emily to a seat on the Racine County Superior court in 1992. Emily was appointed because she was the most qualified attorney in the Racine area. She received the appointment because she had proved to be a reliable lackey for the local political hacks.

FYI: Judge Roy Bean was an infamous Justice of the Peace and saloon owner in Texas who called himself the "The Law West of the Pecos." Roy was also affectionately referred to as the Hanging Judge.

In one matter, Judge Mueller presided over a case involving Tyree Carter who was charged with lewd and lascivious behavior and disorderly conduct. Mr. Carter’s arrest came after a library employee reported to police that a man was masturbating on the second floor in plain view of everyone and did not attempt to conceal himself.

Initially, Carter was brought before Judge Mueller for a bond hearing. As a condition of his bond, Mueller ordered that Carter be banned from entering any library regardless of where it was located. Apparently, this order included any library that may at some date be found on Mars or even Jupiter for that matter.

Mueller’s conduct clearly violated Carter’s constitutional “right of access to the courts,” which includes access to adequate law libraries.

Of course Mueller doesn’t much give a damn about a parties “due process rights.” Apparently, she believes “due process” is the means by which the grass becomes moist in the a.m. in Racine.

As we speak (October 2015), Emily continues to sit as a judge on the Racine County Circuit Court in Racine, Wisconsin.
