Judge Dawn Segal, Philadelphia; ethical dwarf 

 

The State of South Carolina presented Dawn A. Segal with a law license in 1984 after she graduated from Temple University Law School.

 

The Pennsylvania Judicial Conduct Board has charged dawn the following misconduct.

 

Joey was charged with seven counts of ethical misconduct, which has caused the Judicial Board to ask that he be suspended from the bench.

 

The misconduct revolves around improper conversations Joey had with former Judge Joseph C. Waters, Jr. who was convicted and sentenced to two years in prison after he admitted he used his influence to try to fix cases before his colleagues on behalf of political supporters and friends.

 

Dawn’s conduct involves the following case that Judge Waters sought to fix.

 

First Matter

  • Involved Samuel Kuttab, player in Democratic politics and company he owned that involved in a lawsuit over a $2,700 debt
  • Walter’s made one call to Dawn who granted Kuttab’s company a continuance
  • Walter’s second call went to Joey who later found in Kuttab’s favor
  • Subsequently, Kuttab pleaded to federal charges stemming from his involvement in this matter

Second Matter

  • Waters presses Dawn to review a decision she made in a civil case involving a company by Walters’ friend

Third Matter

  • Later, Walters again turned to Dawn when one of his campaign donors asked for help involving a felony gun charge against her cousin
  • Subsequently, Dawn reduced the felony gun charge to a misdemeanor

In a lame effort at levity, Dawn had the chutzpah to state that he conversations with Judge Walters had no bearing whatsoever on the decisions she made based on her conversations with him.

 

Obviously, Dawn missed her calling as a Standup Comedian. If Dawn is booted off the bench, she shouldn’t have any trouble getting a gig or two at the Helium Comedy Club on Samsom Street in Philadelphia.

 

All that’s left now is to wait and see what if any punishment is meted out to Judge Segal for her misconduct.

 

As we speak (ca. March 2015) Dawn continues to receive her judicial salary as a Municipal Court Judge in Philadelphia; however, she’s suspended and doesn’t have to show up for work while the ethics matter proceeds.
